RUF Midsouth Committee
Ligon Duncan is the Senior Minister at First Presbyterian Church, Jackson, MS. He is the Chairman of the RUF Midsouth Committee, and a member of the Gospel Coalition. He is a former moderator of the PCA General Assembly and the author of numerous books and articles including Fear Not!, Does Grace Grow Best in Winter? and Gospel clarity: challenging the new perspective on Paul. He and his wife Anne have two children, Sarah Kennedy and Jennings.

Chad Gilliland is a Ruling Elder from Redeemer Presbyterian Church, Memphis, TN. Chad is a partner in a Memphis-based money management firm, Wellspring Management. He and his wife Leigh (who hails from Newton, MS) are involved in the arts community and the historical preservation movement in Memphis. They have two boys and a girl. They both graduated from Ole Miss and were a part of RUF. Chad says “RUF truly changed the course of my life.” Along with his responsibilities as an elder, Chad serves as a community group leader at Redeemer.
Scott Jones is a Ruling Elder at Highlands Presbyterian Church in Ridgeland, MS. He is a Jackson area attorney with the firm, Adams and Reese, and serves as clerk of session for Highlands PCA. In addition to his work with the law firm and his service in the church, he is an adjunct professor at the Mississippi College School of Law. He is married to Maggie (a native Mississippian from Magee, MS) and they have two daughters. Scott enjoys tennis and also has his pilot’s license.
Sean Lucas is the Senior Pastor of the First Presbyterian Church in Hattiesburg, MS. Dr. Lucas is an outstanding scholar, pastor, and theologian with a broad academic background. He earned his Ph.D. from Westminster Theological Seminary, and was Dean and Vice-President of Covenant Theological Seminary. He is currently teaching at Reformed Theological Seminary. Sean is married to Sara Elizabeth and they have four children. He is Vice Chairman of the RUF Midsouth Committee, and chairman of the Grace Presbytery RUM Committee.
Robb Massengill is a Ruling Elder from the Faith Presbyterian Church in Brookhaven, MS. He is a Bank Officer and Vice President of the Bank of Brookhaven. He graduated from Ole Miss and the University of Memphis (MBA). His wife Fran is from Tupelo, and they have three children. He and his wife both testify to the major impact RUF has had on them. Robb has served his church as Financial Chairman and as Chairman of the Pastoral Search Committee, as well as Sunday School teacher and Team Leader for Children’s Ministry and Education. He is a Past President of Mississippi Young Bankers.
Les Newsom is the Area Coordinator for RUF Midsouth, and an ex officio member of the MJCCW. Les is a native of Memphis and a graduate of Reformed Theological Seminary. He founded the RUF ministry at the University of Memphis. After serving five years in Memphis with RUF, the Newsoms moved to RUF at Ole Miss in 1999 where he was campus minister until June of 2011. Les, along with Brian Habig, is the co-author of The Enduring Community: Embracing the Priority of the Church. Les is married to Ginger and they have three children.
Ken Pennell is a Ruling Elder out of the Columbia Presbyterian Church in Columbia, MS. Ken was in sales and management in the graphic arts industry in Houston. Currently he works in the financial services industry. His wife is a retired school teacher. Ken is chairman of the missions committee at CPC and has for many years been a commissioner to the General Assembly.
Scott Phillips is Pastor of the First Presbyterian Church, Louisville, MS. He is a native of Tennessee. He was an RUF Intern at Clemson, and then RUF campus minister at Tennessee Tech. Scott is actively involved in the courts of the PCA, chairing the daunting Presbytery Records committee for the General Assembly. He enjoys sports, especially tennis, reading theology and philosophy, as well as action and mystery fiction. He is married to Karin and they have four children. Scott is one of four former RUF campus minister who sit on the committee.
Hugh Potts Jr. is a Ruling Elder at First Presbyterian Church, Kosciusko, MS. He is a life-long active churchman and community member, and currently serves as the Chairman and CEO of Merchants & Farmers Bank, as well as on various regional financial and economic boards. Prior to working at the bank, Mr. Potts was an attorney. In addition to his professional and community work, Potts is a former moderator of the Mississippi Valley Presbytery and a member of the General Assembly’s Mission to the World Committee.
Guy Richard is Senior Minister of the First Presbyterian Church, Gulfport, MS. He is a graduate of Auburn, RTS and the University of Edinburgh (Ph.D.). A successful sales engineer turned pastor-scholar, Dr. Richard came to Gulfport in the wake of the nation’s worst natural disaster (Hurricane Katrina), which completely destroyed the church facilities and much of the community. Richard worked with the session to rebuild both the church building and the lives of the people in the community. In addition to his work at the church, he is an adjunct instructor at Reformed Theological Seminary. Richard is married to Jennifer and they have three children.
Marc Scheibe is Pastor at Covenant Presbyterian Church, Hot Springs, Ark. He is a former campus minister with RUF, founding the ministry at the University of Northern Colorado and later serving at the University of Tulsa in Oklahoma before coming to his present work in Arkansas. A native of Memphis, Scheibe received his theological training at Reformed Theological Seminary in Jackson. He is married to Liz and they have four children. Marc enjoys movie nights with his family as well as the outdoors.
Lee Tyner is a Ruling Elder in the Christ Presbyterian Church, Oxford, MS. He is currently the University Attorney and Special Assistant to the Chancellor at the University of Mississippi. Lee has been involved in church planting in both Memphis and Ridgeland, MS. He is active in local and overseas missions, having done mission work behind the Iron Curtain in the 1980s. Lee and his wife Susan have five children, the oldest of whom is a sophomore at Ole Miss.
Clint Wilcke is the Pastor of Christ Covenant Presbyterian Church in Hernando, MS. Originally from Delray Beach, FL, he is a graduate of Ole Miss and Reformed Theological Seminary. Clint was youth director at Covenant Presbyterian Church in Nashville, TN, an intern at First Presbyterian Church, Jackson, MS, the RUF campus minister at the University of Southern Mississippi. His the church planter/organizing pastor of Christ Covenant, Hernando. He is married (way over his head) to Kathy and they have five children. He enjoys hunting and golf. He is Vice Chairman of the RUF Midsouth Committee, and Chairman of the Covenant Presbytery RUM Committee.
